The North Carolina State Legislature Passed a bill allowing City governments In the state to change from a commission Form to a council manager form before This change elected Commissioners came Up with rules and ordinances for Community and they were responsible for Enforcing those rules and that changed In 1929 this document from that year Shows mayor George E Wilson of Charlotte And four council members and just Beneath them the first city manager r.w Rigsby now that changed stuck fast Forward to today and you would see a a Normal meeting mayor VI Lyles 11 other Council members and seated with them

City manager Marcus Jones The idea with a council manager system Is to divide responsibility think of it Like a business or Corporation the Elected officials the mayor and 11 Council members are kind of like a board Of directors they have political views And represent the voters in setting Policy approving financing for City Operations and enacting ordinances Resolutions and orders they also have The responsibility of appointing the City manager City attorney City Clerk And members of various boards and Commissions the manager on the other Hand is kind of like the Chief Operating Officer or CEO of the city the manager Is not a political role they're not Elected they're appointed they take the Policy and decisions made by the full Council and then actually carry it out Overseeing City departments and more Than 8 000 city employees who keep the City up and running so simply put the Elected members of the council and the Mayor come up with the city's policy and Marching orders which they then hand off To city manager Marcus Jones who makes Sure that they are carried out and those Are the basics right there of the Council manager system and how the Council and the city manager work Together if you have any questions or Comments or another topic you'd like us
